Senior Management and Governance
The Congolese Institute for Nature Conservation (ICCN) relies on a rigorous governance structure, combining strategic vision and operational excellence to guarantee the protection of the Democratic Republic of Congo’s natural heritage.
1. The Board of Directors :
The Board of Directors is the supreme body responsible for the Institute’s planning, direction, and decision-making. Chaired by the Chairman of the Board, Mr. Bernard Mikobi, it defines the general policy and meticulously oversees the implementation of the ICCN’s core mission.
It is composed of directors, thus ensuring the inter-institutional synergy necessary for the preservation of protected areas. The Board exercises ongoing oversight of the General Directorate’s management to guarantee transparency and the achievement of national objectives.
2. The General Directorate:
The Office of the Chief Executive
The Chief Executive, Mr. Yves Milan, is responsible for the strategic direction and day-to-day management of the Institute. As the driving force behind the conservation vision in the DRC, he coordinates the institution’s activities across the entire national territory.
To ensure maximum responsiveness, the Director General is supported by a structured office, headed by the Head of Office (Director Paul N’Lemvo). This office ensures the smooth execution of strategic activities through:
- The Executive Secretariat ;
- Technical and administrative assistants ;
- The Protocol and Security Department.
Specialized Units : Expertise Serving the Vision
These units, true advisory bodies and drivers of modernization, report directly to the General Management and ensure the cross-functionality of expertise:
- Legal Unit : Ensures the legal security of the Institute's actions and handles disputes related to conservation.
- Communication Unit : Leads the image strategy, the visibility of actions and the mediation of environmental knowledge.
- Cooperation Unit : Manages relations with technical and financial partners to maximize support for conservation.
- IT Unit : The driving force behind digital transformation, it deploys technological tools and manages data infrastructures.
- Procurement Unit : Ensures transparency and compliance of procurement procedures according to national and international standards.
- Internal Audit Unit : Ensures the integrity of management procedures and the optimization of institutional resources.
- Judicial Police Officers Unit (JPO) : Supervises the application of conservation law and coordinates environmental policing actions.
- Human Rights & Safeguards Unit : Ensures the integration of social and environmental standards and respect for the rights of local populations.
The Office of the Deputy Director General (DDG) : Support and Overall Management
Deputy Chief Executive Théophile Difuma assists the Chief Executive in the performance of his duties and oversees specific institutional management matters. He plays a key role in administrative coordination and monitoring of cross-cutting issues.
To fulfill his mission of supporting senior management, he has his own administrative team, including :
- A dedicated Secretariat ;
- Specialized Assistants ;
- Its own Protocol and Security services.
